When I watched Smith give Kaibutsu a proper challenge with only three legs I was wondering could Smith give Hogen a proper fight should he have all four legs

Kaibutsu isn't as intelligent or cunning as Hougen though. It was only until Jerome tried to attack his weak spot that he attempted dodging, while Hougen was able to reflexively dodge Weed's first Battouga ambush by using another dog as a shield. He also foiled Weed's plan to attack Hougen on top of Gajou (in anime episode 24) by leaving before he got there.

Smith gave P4 challenge because he was a smaller agile dog in the cramped tunnels of Gajou. Weed gave the same challenge because he was also able to navigate the tunnels more easily and didn't let P4 creep up on him or ambush him. Smith had to resort to using the rocks to try and crush him and even that did not work.

Hougen and P4 also do not fight fair, and aren't against taking hostages, and this was how Hougen defeated Gin, Akame, and John. It's very likely that Hougen would just find way to manipulate the fight to his favor like he did then, plus it's not like all of Smith's skill was all placed into his front leg.

Ok what if it is a far fight
Smith would still get crushed.

The only dogs who ever stood any kind of chance against Hougen in a one-on-one fight were Weed, who only triumphed because of his incredible speed and his Battouga, as well as Jerome, who was a trained assassin still in his prime. Not a single one of the veteran characters managed to put up much of a fight against Hougen (even John's last stand was more about refusing to die than actually managing to deal any damage to Hougen), and Smith, who never was one of the strongest fighters in the Ohu army, probably wouldn't be any different.
